Ingerman, in partnership with The Elkton Housing Authority, is redeveloping the Windsor Village apartment community in Elkton, Cecil County, Maryland. When completed, The Willows at Windsor Village will consist of 25 duplex buildings containing 6 one-bedroom rentals, 18 two-bedrooms, 18 three-bedrooms, 6 four-bedrooms, and 2 five-bedrooms. 

The renovations will include new energy efficient appliance packages, new heating and cooling systems, as well as a resident lounge, playground and off-street parking. Additionally, the property is pet friendly, offers 24/7 maintenance and onsite management offices. Located along Big Elk Creek, the community offers scenic views with the convenience of being minutes from Main Street and downtown Elkton's many retail, recreation, academic and dining offerings.
